Existing Credit Towards New Home Construction

We had a new home built in Utah, but due to a job change we had to move out of state just as the home was completed and instead of trying to sell the home on our own, we took a loss and the builder kept the down payment, in addition to the new build construction fee, then they sold the house on their own and they made a decent profit on it. Hello, I purchased my house in September of 2005. As I had lived in the house for a year and a half I felt I knew the house well enough and agreed to purchase "AS IS". I purchased the house it was listed as 1800 sq ft. The house in 2000 sq ft. I need to do some electrical work and roofing. In surveying the work I want to get the addition plans before proceeding. Apparently there was never a permit pulled to do the addition. The work apparently was performed by the owner previous to the party...
