Seller raised the price of the home...

We found a foreclosed home that was already bank owned and listed through a local realtor...We were shown the home and a few days later made an offer on it...the seller was given 2 days to accept or counter...when they did counter on the 4th day, they had raised the price of the home from 99,900 to 114,000...the seller told us that they were waiting on the final bid to come in on the repairs to the home, and that is why it took so long to get back with us...the seller had stated in the listing for 99,900 that they would install a new roof, new carpet, and new paint to get the home FHA Approvable...we had the home looked at by a foundation professional and he concluded that the home needed foundation work done...for the home to be FHA Approvable there could not be any foundation issues...the foundation work was included in our offer, along with having the pool drained and cleaned...

We would like to know if it is legal for the seller to just raise the price of the home after already having it listed for a lower price??? And is there anything other advice on how to proceed from here??? we have been looking for a home about 2years in the small town we live in...Any help would be appreciated...
