FHA refinance problem

Hi,

I recently closed on an FHA refinance of my home loan. I thought I did anyway. The broker that sold me the mortgage already sold it to another company. He called me at the last minute however and stated that the HUD wouldn't insure my loan due to the house paint failing inspection. It is peeling and I was going to do something about it after I refinanced. I am forced to either peel and paint the house myself or find someone who will do it in order to pass inspection. The mortgage broker verbally offered only 1500 and I got an estimate for peeling and priming the house for 5600. What I want to know is what is that company (Network Capital Funding Corporation) who sold me the mortgage refinance responsible for payment wise?
